Yes and no.
If you try to market yourself, youtube is one way you should try it. If you made a name for yourself in the real world, have media review your gigs or cds, if you managed to get a fair bit of people seeing you live… then you might consider sending your press kit to a record label. If you do that, they will expect you to send in youtube links and myspace links as well as your website address and a demo.
If you got good critics on youtube and myspace, your chances are better that the A&R person listens to your demo. That’s it.
People who seem to have been discovered over youtube formerly worked hard on everything else, they gigged, they leaned about self marketing and they contacted target people in the biz.
People like Lily Allen or the Artic Monkeys all benefited from their youtube/myspace fame but it wasn’t primarily for that, that they got signed.
Youtube and other public networking sites are great promotion tools but no guarantee for instant fame. Getting heard is a long process and involves various ways of public display.
In case you are trying to get signed over youtube – don’t forget to gig too, get a following, make a website, make a cd/mp3, learn about self promotion, get known.
Good luck
