search online you can hire out a recording studio(could be pricey) for a few hours record a few samples on discs and send to some record labels target a few low key ones aswell as the best ones they are more likely to give it a thought. enclose a letter with the cd expalining why your sending it and why its something she wants to do and wait for a reply

She definitely needs to get in the studio and make a demo. Depending on the area you live in you should be able to find a small affordable studio near you.
After that she needs to make sure its copy written music and send it to the local radio station that plays similar music. I know one of my radio stations will play songs by local people during certain hours of the day so they can be heard as well as national artist.
After that its all about getting in touch with the right people. Maybe find her a manager (or become her manager) and get her into meetings and interviews with the big companies

I agree, she should make a demo and send it to record companies. It’s very important that she promotes herself. Post videos on youtube (especially cover songs, just look at Esmee Denters), create a myspace page, send songs to famous music blogs/forums, contact other musicians/singers (you never know who knows who) etc. Good luck.

Look online for a nearby recording studio in your city. Rent for a hour and record a demo and send it to Columbia Records(beyonce is signed on that record label) or island def jam records (mariah carey is signed on there
